Resolved: The United States Federal Government should significantly reform its policies regarding convicted prisoners under federal jurisdiction

Case Summary: The AFF believes having gardens in federal prisons would help rehabilitate prisoners.  Part of their evidence comes from a local (non-federal) jail, Rikers Island, in NY City, where short term (and some pre-conviction) prisoners are held, which claimed gardening reduced recidivism.
